New York schools OK'd for in-person classes. Here's where nation's big districts stand on reopening.

ALBANY – All New York schools will be able to open this fall, Gov. Andrew Cuomo announced Friday, leaving the ultimate decision on reopening up to local authorities.

Cuomo said COVID-19 infection rates in every region of the state are low enough that the districts can begin to reopen next month, "which is just great news."

Cuomo said last month that schools would be reopened on a regional basis if the region was reporting a 14-day daily infection rate of 5% or lower. That's currently the case for all regions of New York – once the epicenter of the coronavirus outbreak in the U.S. – which is now seeing infection rates that are among the lowest in the nation, he said.

Friday's decision is meant to be a preliminary one, as the first day of school is still a month away. Each district had to submit their own plans to reopen that are being reviewed by the state Health Department.

The nation's largest school district, New York City, is expected to start classes Sept. 10. The district plans to allow students to choose either online learning or a hybrid plan with as many as three days of in-person instruction.

"We need to open schools," New York City Mayor Bill de Blasio said Friday morning. "Three quarters of our families have said they want their kids back in school. They want that support. They want their kids to do better educationally than they can do remotely."

New York City is currently seeing infection rates at about 1%, but de Blasio said schools could only reopen if rates stay below 3%.

Among the top ten largest school districts by enrollment as of 2019, most are planning to start the year fully online. Here's a look:

Los Angeles, Chicago, Miami starting the year online-only

2. Los Angeles Unified School District: Schools were expected to start the year fully online Aug. 17. San Diego and San Francisco also planned to start the year online-only.

3. Chicago Public Schools: After initially planning to launch a hybrid online and in-person model starting Sept. 8, Chicago Public Schools said Wednesday it would switch to an online-only model through at least Nov. 9.

4. Miami-Dade County, Florida: Schools were expected to start with online-only learning Aug. 31.

5. Clark County, Nevada: Schools were expected to start with online-only learning Aug. 24.

6. Broward County, Florida: Schools were expected to start with online-only learning Aug. 19.

7. Houston Independent School District: Schools were expected to start with online-only learning Sept. 8 for the first six weeks, with the possibility to reopen for in-person classes on Oct. 16.

8. Hillsborough County, Florida: Schools were expected to start online-only learning Aug. 24 for the first four weeks, with the possibility to reopen for in-person classes on Sept. 8.

9. Orange County, Florida: Schools were expected to start with a mix of online and in-person learning for students who opt in. Online learning was scheduled to begin Aug. 10, with in-person classes beginning afterward.

10. Palm Beach County, Florida: Schools were expected to start the year with online learning Aug. 31.
