Kansas won't have legal medical pot or expand Medicaid for at least another year
Kansas will remain among the handful of states that haven't legalized the medical use of marijuana or expanded their Medicaid programs for at least another year. Kansas doesn't allow voters to put proposed laws on the ballot statewide, a path that has led to approval for each measure in other states. All but 12 states have legalized medical marijuana, and all but 10 have expanded Medicaid in line with the 2010 federal Affordable Care Act and its promise to cover almost all of the cost.

Canada's British Columbia scraps program to allow drug use in public spaces
The Canadian province of British Columbia on Friday scrapped a much-criticized pilot program that allowed the open use of some illegal drugs, citing the need to maintain public safety. Stranded ships exit Baltimore port via temporary channel
Four cargo ships, stuck for about a month at the Port of Baltimore by the ruins of the collapsed Francis Scott Key bridge, have exited this week via a temporary channel, according to shipping data. The Balsa 94, a general cargo carrier, on Thursday was the first to exit Baltimore Harbor via a new channel that is 300 feet (91 meters) wide and at least 35 feet (11 meters) deep. Other exiting ships were the Saimaagracht, a Netherlands-flagged general cargo ship, the Carmen car carrier owned by Norwegian/Swedish shipping firm Wallenius Wilhelmsen and the Thailand-flagged bulk carrier Phatra Naree.
