Election 2021: Incumbents hold on to their seats on Port Orchard City Council
Incumbents were leading in the way in the Port Orchard City Council races for the Position 2, Position 3 and Position 6 seats Tuesday night. All appeared to be successful in holding on to their seats in the first results announced in the all-mail election.
The only seat without an incumbent running was the at-large seat, being vacated by councilmember Jay Rosapepe, who was successful in his bid for the Position 2 seat. In the at-large race, Mark Trenary defeated Shaun Williams with 56.76% of the vote to Willams' 43.24% for the seat, which has a two-year term. Trenary owns Excel Business Systems Inc. and had the most votes in the four-way August primary as well.
Incumbent Fred Chang was ahead Tuesday against challenger Kaylan O’Connor, with 60.44% of the vote in preliminary results on Tuesday. O’Connor received 39.56% of the vote.
Chang is a four-term City Council incumbent and works for WSDOT. He was first elected to the Port Orchard City Council in 2005. He faced O'Connor, a Puget Sound Naval Shipyard employee.
Scott Diener, who works at Kitsap County Department of Community Development, was successful in holding onto his seat in the race against challenger Heidi Fenton, a retired in-home daycare provider. In Tuesday's vote count, Diener defeated Fenton with 61.23% of the vote to 38.77%.
Diener was appointed to the seat in January 2016 and was subsequently re-elected in 2017.
Rosapepe faced Randy Jones for the Position 2 seat currently held by Bek Ashby, and in Tuesday results, Rosapepe was leading with 62.31% to Jones' 37.69%
The results released Tuesday night are the first results to be released this election, more will come Wednesday and Thursday, and represent a turnout countywide of about 25%, or 46,574 ballots.
Paul Andrews, Kitsap County auditor, said the office expects a total turnout of at least 40%.
The election will be certified on Nov. 23.
