China's vice premier, Ding Xuexiang, will travel to Baku, the capital of Azerbaijan, to attend the COP29 climate summit next week, a foreign ministry spokesperson said on Friday. The meeting will focus on the issue of climate finance, with nearly 200 countries aiming to thrash out details of a new global fund to help developing countries tackle global warming. Ding will be a special representative of President Xi Jinping at the leaders' summit at COP29, which begins on Tuesday, Mao Ning, the spokesperson, told a briefing.

European countries are spending more on defense, a think tank says
European nations boosted their defenses in response to the annexation of the Crimea Peninsula in 2014 and Russia’s full-scale invasion of Ukraine in 2022, a London-based think tank said Friday, but much remains to be done for them to be ready to face threats from Russia. “NATO has not just significantly increased its ambitions regarding its deterrence and war-fighting posture, but European members have sought to address critical capability and readiness shortfalls,” the report said. It was released as European leaders, including NATO Secretary-General Mark Rutte, were reassessing their trans-Atlantic relations in Budapest, Hungary in the hope that Donald Trump’s second U.S. presidency will avoid the strife of his first administration and maintain a strong common stance on Russia.

Italy sends another 8 migrants to Albania, despite failing to process the first group
An Italian navy ship docked Friday at the Albanian port of Shengjin with eight migrants who will be processed there after they were intercepted in international waters, a month after another group was turned away for failing the vetting process. It is only the second transfer of migrants since two migrant processing centers started operating in October. Four were taken to Italy the same day because they were minors or had health issues.

KYIV (Reuters) -Russia launched a barrage of drones and missiles at Ukraine overnight, killing one civilian and wounding more than 30 people in the centre, south, and northeast, Ukrainian officials said on Friday. The Russian forces launched 92 drones and five missiles at 12 Ukrainian regions, the Ukrainian air force said. The Interior Ministry said one person had been killed in the Odesa region, where civilian infrastructure and homes were damaged and nine people were injured.

Thailand to pursue new policies to boost and protect digital economy
Thailand is pursuing new digital policies to handle emerging security threats including the impacts of U.S.-China rivalry on the economy and technology, its prime minister said on Friday. "We will accelerate policies so that the digital economy makes up 30% of GDP by 2030," Paetongtarn Shinawatra said in an address at the country's National Defence College, adding this would also enhance cyber security. The government is supporting the use of artificial intelligence to strengthen the agriculture sector and increase exports to China, she added.
